Turkish Citizenship Through Real Estate Investment: What Egyptian Investors Need to Know

For Egyptians considering purchasing property outside Egypt, the goal may go beyond simply owning an apartment for investment purposes or holiday stays.

Some are looking to acquire a long-term asset, others want to generate rental income, while some view real estate investment as a route that could combine property ownership with the opportunity to apply for Turkish citizenship.

However, two things must be distinguished from the outset:

Buying property in Türkiye does not automatically grant Turkish citizenship.

There are specific requirements that the property and investment must meet, as well as official procedures that must be followed for the investment to qualify for the citizenship application process.

What Is the Required Property Value for Turkish Citizenship?

Under the rules currently in force, foreign investors may pursue Turkish citizenship through the purchase of one or more eligible properties with a total value of at least:

USD 400,000 or the equivalent amount in foreign currency.

An undertaking not to sell the property for three years must be registered in the land registry.

Once the investment requirements have been met, the investor obtains the relevant certificate of conformity or eligibility. The residence permit and citizenship procedures can then be completed with the competent authorities.

Can Egyptian Citizens Buy Property in Türkiye?

In principle, Türkiye allows citizens of many foreign countries to purchase real estate, subject to the applicable legal restrictions.

Foreign buyers are not required to hold a Turkish residence permit in advance in order to purchase property.

This means that an Egyptian investor can buy property in Türkiye even if they currently live and work in Egypt, Saudi Arabia, the United Arab Emirates, Qatar, Kuwait, or another country.

However, the legal status of the property must always be examined, and its compliance with the relevant requirements must be verified before completing the purchase. This is particularly important when the primary objective is Turkish citizenship rather than real estate investment alone.

Does Every Property Worth USD 400,000 Qualify for a Citizenship Application?

No.

This is one of the most important points investors need to understand before transferring any money.

The property’s value alone is not sufficient.

There are official requirements and procedures relating to the property’s legal status, the purchase method, and registration. The property must also fall within the categories eligible under the applicable rules.

Purchasing a property first and then attempting to restructure the transaction to make it suitable for a citizenship application may create problems for the investor.

If your primary objective is Turkish citizenship, the process should be planned accordingly from the very beginning.

Which Types of Property Can Qualify?

The rules governing real estate investments eligible for Turkish citizenship have undergone changes over the years.

According to the guidance of the General Directorate of Land Registry and Cadastre, the current rules cover properties with condominium ownership (Kat Mülkiyeti) or condominium construction servitude (Kat İrtifakı), as well as certain plots classified as land with a building on it, subject to the specified conditions.

It may also be possible to use a real estate preliminary sales agreement under certain conditions, including compliance with the requirements relating to property value, payment methods, and registration.

For this reason, it is essential to verify the legal status of the property before signing a contract or transferring funds.

Can an Investor Purchase More Than One Property?

The fundamental principle of the system is to meet the minimum investment threshold in accordance with the rules established by the competent authorities.

This makes careful transaction planning particularly important.

Instead of asking only:

“I want a property worth USD 400,000.”

A better investment question might be:

“How can I build a real estate portfolio that meets the citizenship requirements while also serving my investment objectives?”

An investor may prioritise rental income, a family home, or a property in an area with long-term growth potential.

Why Must the Property Be Held for Three Years?

One of the fundamental requirements of this route is registering an undertaking not to sell the property used in the citizenship application for three years.

This does not mean that the property becomes state-owned or that the investor loses control over it.

The property remains the investor’s own asset and may be used in accordance with the applicable laws. However, if the investor wishes to maintain compliance with the investment condition on which the citizenship application is based, the property cannot be sold during the specified period.

Once the three-year period has expired, the restriction on selling the property associated with this requirement can be lifted in accordance with the applicable procedures.

How Does the Process Work?

The general process can be summarised in several stages.

First: Define the budget and investment objective

Before searching for properties, determine whether your goal is citizenship alone or a combination of citizenship, investment, and rental income.

Second: Select an eligible property

The property’s legal status and investment characteristics are examined to ensure that it complies with the programme’s requirements.

Third: Complete the purchase and registration

The purchase is completed in accordance with the required legal procedures, and the undertaking not to sell the property for three years is registered in the land registry.

Fourth: Obtain the certificate of conformity

The investment is officially verified as meeting the required conditions, and the relevant certificate is obtained.

Fifth: Complete the residence permit procedures

After satisfying the investment requirement, the investor applies for the short-term residence permit associated with the investment route under the relevant provision of the law.

Sixth: Submit the citizenship application

Once the preceding stages have been completed, the investor submits an application for Turkish citizenship to the competent authorities.

The final decision on whether citizenship will be granted remains subject to the assessment of the Turkish authorities and the applicable legal and security procedures.

Does Buying Property Guarantee Turkish Citizenship?

The programme should not be understood in this way.

Making the required real estate investment may give an investor the right to apply through the exceptional Turkish citizenship route, but purchasing a property worth USD 400,000 does not automatically result in the issuance of a passport.

Applications are reviewed by the competent government authorities. This includes verifying that the investment requirements have been met and that there are no grounds for refusal relating to national security or public order.

For this reason, investors should be cautious of any company or intermediary using statements such as:

“100% guaranteed Turkish citizenship.”

The final decision rests with the competent Turkish authorities.

What About Egyptians Living in the Gulf?

This is particularly relevant to Egyptians working in Saudi Arabia, the United Arab Emirates, Qatar, Kuwait, and other Gulf countries.

Living outside Egypt does not, in itself, prevent an Egyptian investor from considering a real estate investment in Türkiye.

Indeed, some expatriates may have accumulated enough capital during their years of employment in the Gulf to move from saving money to building long-term assets.

However, if the available budget is close to the minimum amount required for citizenship, it is especially important to avoid purchasing property without careful planning.

For example, rather than buying a property and discovering later that it does not qualify for the citizenship route, the investor should define the objective in advance and structure the transaction around the investment requirements from the outset.

Citizenship Should Not Be the Only Criterion for Choosing a Property

This is one of the most important recommendations for Egyptian investors.

If you are investing USD 400,000 or more, do not make your only criterion the statement:

“This property qualifies for citizenship.”

Ultimately, the property will remain an investment asset that you own.

You should therefore also ask:

  • Is the price reasonable compared with the market?
  • Is there genuine demand in the area?
  • Can the property be rented out?
  • What is the expected rental return?
  • Can it be resold easily after the three-year period?
  • What is the quality of the development?
  • What are the area’s prospects over the coming years?

Citizenship can be an important additional benefit, but the quality of the real estate asset must remain a fundamental part of the investment decision.

Istanbul or Other Cities?

A property does not have to be located in Istanbul for a real estate investment in Türkiye to be worthwhile.

Türkiye has a large property market, and prices and opportunities vary from one city to another.

One city worth considering is Yalova, particularly for investors looking to combine property ownership with family use and long-term investment.

Located on the Sea of Marmara, close to Istanbul, Bursa, and Kocaeli, Yalova is known for its coastal areas, natural landscapes, and thermal springs. It also offers modern residential developments with a variety of property sizes and types.

However, as in Istanbul, every project in Yalova must be assessed individually in terms of price, location, quality, demand, and resale potential.

What Should Egyptian Investors Check Before Transferring Money?

When the objective is to apply for Turkish citizenship through real estate investment, investors should not begin transferring funds before verifying the entire transaction and its supporting documentation.

The following points should be checked:

  • The property’s legal status and title deed records.
  • Whether the property qualifies for the citizenship investment route.
  • The officially recognised value of the transaction.
  • The payment method and supporting payment documentation.
  • Any existing mortgages, liens, or other restrictions affecting the property.
  • The identity of the seller and the actual legal owner.
  • The procedures required to register the three-year restriction on selling the property.
  • Compliance with the latest instructions issued by the relevant government authorities.
  • The property’s investment potential, independently of the citizenship objective.

These checks may appear detailed, but they become particularly important when the investment involves hundreds of thousands of dollars.

One Investment, Two Objectives

The main advantage of this route is the possibility of combining two objectives:

Owning a real estate asset in Türkiye + applying for Turkish citizenship in accordance with the legal requirements.

However, a well-informed investor does not commit USD 400,000 to just any property simply to complete a citizenship application.

Instead, the investor should look for an asset that can be held and used throughout the three-year period, while also serving their investment objectives. Once the commitment period has ended, the investor will have greater flexibility to determine the next step according to market conditions.

This shifts the approach from:

“Buying citizenship through property.”

To a more accurate investment concept:

“Purchasing a quality real estate asset that may also qualify me to apply for Turkish citizenship.”
